No. Approval reserves the proposal’s cost basis in the recorded budget view. Purchase-order issuance, payments and accounting integration are not included.
The proposed total is compared with the selected envelope’s budget minus other approved investments. This uses loaded records and does not provide a transactional lock across concurrent approvals.
No. Committed totals cannot exceed the approved estimate, and actual totals cannot exceed commitments. Change orders require additional implementation.
The pilot uses USD throughout. Currency conversion and consolidation are not included.
